HDB to Launch Nearly 1,300 Shorter Waiting Time Flats in February 2026

The Housing & Development Board (HDB) announced that approximately 1,300 Shorter Waiting Time (SWT) flats will be available in the upcoming February 2026 Build-To-Order (BTO) sales exercise, representing about a quarter of the 4,700 total units being launched.
Record-Fast Completion: Tampines Bliss
Among the highlights is Tampines Bliss, which boasts a remarkably short wait time of just 1 year and 11 months (expected completion: January 2028) – making it one of the fastest SWT projects to be completed since the program's introduction in 2018.
Located along Tampines Avenue 2 and Tampines Street 22, the development will feature three 10-storey residential blocks offering 284 units of 3-room and 4-room flats. The project includes family-friendly amenities such as children's playgrounds, fitness areas, a therapeutic garden, an eating house, and a preschool.
Residents will enjoy excellent connectivity through a green corridor linking to Tampines Park Connector, Bedok Reservoir Park, and Pasir Ris Town Park. Both Tampines MRT station (East-West Line) and Tampines East MRT station (Downtown Line) are within easy reach.
Two More SWT Projects
Tampines Nova (2 years 8 months, expected completion: October 2028) will be situated at the heart of Tampines Central, bounded by Tampines Avenue 5, Tampines Central 8, and Tampines Concourse. The development comprises two 14-storey blocks with 255 units of 2-room Flexi and 4-room flats. Residents will have access to shopping malls including Century Square, Tampines Mall, and Tampines 1, as well as nearby Tampines Bus Interchange and MRT station.
Sembawang Deck (2 years 9 months, expected completion: November 2028) is located in the new Sembawang North housing area along Admiralty Street and Admiralty Lane. This larger development will offer 777 units across four residential blocks (20 to 25 storeys), with a comprehensive range of flat types from 2-room Flexi to 5-room units. On-site amenities include a preschool, eating house, minimart, and shops.
Additional BTO Project
Kim Keat Crest in Toa Payoh will have a slightly longer wait time of 3 years and 1 month (expected completion: March 2029). The development, bounded by Kim Keat Avenue and Toa Payoh East, will comprise four 26 to 30-storey blocks offering 1,151 units of 2-room Flexi, 3-room, and 4-room flats. A rental block will also be located within the project.
Residents can look forward to the upcoming Toa Payoh Integrated Development nearby, which will feature sports facilities, a polyclinic, the relocated Toa Payoh Library, and a revamped town park.
Sale of Balance Flats Expanded
In addition to the BTO launch, HDB will offer over 4,300 balance flats in a concurrent Sale of Balance Flats (SBF) exercise – a 40% increase from the previously committed 3,000 units. Approximately one in five of these SBF units have already been completed, while the remainder are under construction.
Two additional projects – one in Sembawang and another in Bukit Merah – will also be offered in the February BTO sales exercise, with full details to be released closer to the launch date.
